Panama: A Bubble Waiting to Burst

Panama is booming. The economy is growing more than 6% y/y, with the
possibility of exceeding 7% this year. The construction sector is the main
engine of growth. Glimmering office towers and glamorous apartment blocs are
sprouting out the squalid shanty towns that sit along the Pacific coastline.
Property speculators are snatching up scores of newly built apartments.
Panama City's waterfront is starting to resemble the glittering skyline of
Hong Kong-with a flair of South Beach. The new facilities are being built
for the hundreds of new companies that are expected to arrive in Panama to
participate in the mega construction project and the new trade opportunities
that lie ahead. Indeed, many global companies are expressing interest in
Panama. Dubai Drydocks, for example, is studying the possibility of building
a new facility. DHL and Fedex are looking at Howard Airforce Base for their
new regional hub. Evergreen is looking at several multi-modal projects.
People are taking a closer look at Panama, but the construction sector may
have run ahead.

The housing boom hopes to attend the growing number of retiree's that are
relocating to Panama. Immigration applications were up 20% y/y this year,
and there are active marketing campaigns in Europe and North America to woo
senior citizens. Much of this optimism is based on basic assumptions. The
first assumption is that the referendum will pass. Recent polls show that
the "yes" vote is winning by a margin of 10 points. However, the margin is
starting to erode, and the government is in a panic. The second assumption
is that the private sector will provide the multimodal facilities needed to
take advantage of the new locks. Rather than a new concrete ditch, Panama
needs a network of highways and railroads that will allow the
interconnection of its ports, airports and waterways. The private sector is
moving in the right direction. However, the Panamanian government must
provide the leadership, planning and incentives needed to coordinate a
well-orchestrated program. The government must provide the necessary
concessions and right of ways to assure inter-connection capabilities. The
third assumption is that Panama will find the skilled labor to provide the
variety services that could proliferate. Panama must be prepared to welcome
thousands of skilled workers from neighboring countries, principally
Colombia. It must also be prepared to assume the political fallout that will
occur when many Panamanians realize that they are being left behind. The
fourth, and last, assumption is that the government will find the resources
needed to modernize its infrastructure. Although the newly built towers are
beautiful, the roads are atrocious, the hospitals are inadequate, and the
pollution is rampant. The Hollywood adage, "If they build it, they will
come" may work in the movies. But, it rarely works in real life.

These assumptions have a very low chance of ever occurring. This means that
Panama may be in for a rude surprise. Unless a wave of foreigners arrive to
soak up the growing supply of new apartment and office blocks, there is
going to be a major correction in the Panamanian housing market. At $1,500
per square meter, 100 to 400 square meter homes are outside the reach of the
typical Panamanian household. This is the reason why the government is in a
'tiz. Any dissent to the "yes: vote is being silenced. The opposition is
being bought off-which ironically is leading to an expansion of the
opposition rolls as more people want to enjoy the payola. There are whispers
that a rejection of the initiative could spark an economic collapse.
However, a correction in the housing market is inevitable, given that most
of the assumptions will be impossible to achieve. Panama is a speculative
bubble waiting to burst, that is why the government is trying to keep all
sharp objects out of the way.

Weno, es verdad que la expansión no va a ser el elixir de todos nuestros males, y definitivamente pienso que hay algo podrido en en sistema legisaltivo y judicial. Pero eso del gobierno es otro tema, no?
Quizas yo no soy la persona adecuada para opinar sobre este tema, viendo que mis intereses son personales... familiares.
Lo que si puedo hacer, en vez de ofrecer mi opinión, es desmantelar los argumentos de este tipo.

1. "However, most of the value-added will be realized outside Panama. The new locks will be akin to the construction of a mega highway along the side of a small town. However, unless an exit ramp is built to allow the traffic to exit; the small town will wither and die. The same thing will to happen to Panama."

Esta metáfora no funciona. Por qué? En términos de Molano (y NO en términos de la realidad, que la explicaré en el siguiente párrafo), antes de la expansión, el canal ya era una supercarretera sin "exit" en Pma. Despues de la expansión, el canal todavía sería una supercarretera sin "exit" en Pma. El modelo de intercambio entre los servicios del canal y el pais no cambian... se mantiene intacto a priori y post-proyecto. Los ingresos que el canal le trae al pais son debido a los ingresos de los peajes que los clientes le pagan al canal. Lo que los mismos clientes hacen con sus productos y carga es practicamente irrelevante, según el mismo argumento del tipo este. Ejemplo: Antes de la expansión, el petroleo del golfo de México terminaba en California. Despues de la expansión, el petroleo del golfo de México todavía va a terminar en California. En los dos modelos, el "exit" en Panamá no importa. La única diferencia, y lo verdaderamente importante, es que pasa MAS petroleo, MAS rápidamente y con MAS regularidad. Lógicamente quiere decir que el canal genera muchos más ingresos a punta de peajes mayores, por cargas más grandes y más frecuentes. Cuando manejen por la avenida Balboa en un día claro, noten la fila de barcos que están esperando. Para que sepan, esa fila llega aveces hasta Contadora. Con le expansión viene más carga y menos fila = más plata. Simple. Este es el modelo simplista que presenta y se imagina Molano.
La realidad es bastante diferente. En los últimos diez años Panamá se convirtió en el centro multimodal y de logística más grande de latinoamerica, y el más importante para la ruta Este-Oeste de carga mundial. Los megapuertos de Colón y Balboa no existían como ahora. Ahora son los mas grandes de latinoamerica. Encima de todo, estan listos para crecer enormemente. Por qué? En Panamá SI hay un "exit". Hay un exit ENORME. La carga mundial que pasa por el canal no va de punto A a punto B, como el sistema que plantea Molano. Casi la mitad de todo lo que cargan los barcos que pasan por Panama se desenbarca en Panamá. La carga llega desde punto A, para en Panamá, y luego se carga a otros botes (y una fracción se queda en el mismo bote) y luego la carga pasa al punto B... y C, y D, E, F, G, H, I, J, etc. Ejemplo. Toyota hace 300,000 Yarises como el de Yankee. Esos 300,000 Yaris no solo van a Boston, donde el barco Japones va a parar, sino que también van a Bogotá, Caracas, Miami, Asunción, Londres, Rio de Janeiro, Puerto Rico, Managua, etc. en una multitud de barcos. Por esta razón, las compañias multinacionales establecen centros de logistica en Panamá. La expansión no solo expanderá (pun not intended) estas posibilidades logisticas al duplicarse la capacidad y movimiento de carga, sino que mantendrá a Panamá relevante como el hub de intercambio Este-Oeste. Ponle encima el incremento de capital en peaje bruto, y calcula las posiblidades que no calculó Molano...


2. The discussion for a new set of locks is almost 50 years old. By the end of
the 1960s, the canal was becoming obsolete-with the construction of oil
supertankers and nuclear aircraft carriers. The expansion project was
studied in great detail. Ten years ago, the estimate for the project was $12
billion-with the possibility of reaching $15 billion. However, the canal
authorities are now saying that the project will not exceed $5.2 billion.

Lo que Molano no realiza, es que la cifra de 12-15 millones está basada en un estudio de 1993, que estaba fundamentado en un estudios anteriores a la segunda guerra mundial, cuando los gringos planeaban expandir el Canal. No solo eso, pero el proyecto consideraba la construcción de las nuevas esclusas bajo el mismo esquema que las esclusas viejas (sistema de bombas y evacuación de aguas usadas), y mobilizaba 50-60% más tierra que el plan actual. Entre los veinte años despues de WWII y los inicios de las protestas panameñas contra la Zona del Canal, los gringos no planearon nada. Tampoco planearon nada despues de los tratados ( y por qué lo harían, si el Canal no iba ser operado por ellos... total, gran parte de la razon por cual lo entregaron fue porque pensaban que el Canal iba a estar obsolete al principio de este milenio).
Mucho ha pasado entre 1935 y el 2000? Mucho, como por ejemplo, el fin del fokin revolución industrial! Primero que todo, no requiere de un genio imaginarse que la tecnología - técnica científica y automatizada, teórica, y mecánica - de ingenieria han progresado enormemente, reduciendo los costos y el tiempo de toda clase de proyectos. En 1935, un set de esclusas que funciona sin electricidad, pero solamente con la fuerza gratis de la gravedad! no se le hubiera ocurrido ni al ingeniero más ingenioso. En los EU hay subamirnos que cuestan más que la expansión y que si hubieran sido construidos hace 20 años (no obstante hace 65), los costos hubieran sido prohibitivos. Además, y no por menos, los estudios estan basados en modelos ya practicados y construidos exitosamente en otros lados. El sistema de piscinas, y hasta otros sistemas más avanzados, ya ha sido construido en Bélgica (donde estan las esclusas más grandes del mundo), Netherlands, en el Three Gorges Dam en China, y en Avon y Kenneth en Inglaterra. Las técnicas y los planos pueden ser perfeccionados porque se basan en un enorme fundamento de sabiduiria que ya ha sido empelada. Nadie está siendo pionero en este caso, entrando a una situación ciegamente. El proyecto, aunque enorme y caro, es relativamente simple. La mayoría del trabajo va a ser de excavaciones terreno sobre plataformas coconocido, y al aire libre. El canal tiene 92 años de experiencia excavando en agua, no obstante en terrenos planos y secos. Por estas razones, y varias otras, la nueva proposición cuesta la mitad. No, eso no es cierto... en verdad, el proyecto debe costar alrededor de 3.6 billones. La ACP está siendo bastante conservadora.

3. The Panamanian government claims that any additional debt will be assumed by
the canal administration. However, this is not true. Under the Panamanian
constitution, canal assets cannot be pledged. This means that no creditor
can lay claim to the canal or its future revenues. Therefore, any debt
assumed by the canal authorities will become an obligation of the Panamanian
government-a fact that has been emphasized by the credit rating agencies.

Bullshit. Vulgarly simpleminded bullshit.
El colateral, la garantía para los bancos financieros, en caso de imprevistos, no son los bienes del canal. Es verdad que la ley orgánica prohibe que se hipotequen los bienes físicos del Canal. En esto Molano tiene razón. El salto en su lógica esta en asumir, erroneamente, que la deuda, en caso de que el proyecto supuere su presupuesto, pasaría automáticamente al gobierno. Ven el salto? En que basa esta suposición el experto este?
La verdad es otra.
La garantía proviene de los peajes. Punto. El colateral que TODOS los bancos han aceptado y estan felices con, es en los *ingresos* de los peajes del canal. Ahi es donde todos los agentes financieros han establecido sus apuestas. Y lo han hecho con una sonrisa. Si el proyecto explotara a mitad del camino, o si se desata una epidemia de fiebre amarilla, el financiamiento todavía seguirá proveniendo de los ingresos de los peajes, aunque se la ACP se pase del presupuesto. Si se pasan del presupuesto, los bancos simplemente seguiran cobrando sus inversiones de los ingresos que el Canal seguirá generando. Los barcos y el intercambio mundial todavía van a seguir pasando si el proyecto no ha sido terminado a su fecha. Los puertos y el Canal mismo seguirán con la misma clientela (que está muy interesada en la expansión, por supuesto). Los clientes no se van a desaparecer o parar de venir. A ellos, el Canal les cuesta menos de 12% del costo total de mobilización de carga. El Canal es baratísimo. Adicionalmente, el negocio del Canal es sumamente predecible y estable. Todos los bancos que están involucrados en el negocio estan felices porque todo está respaldado con la capacidad de flujo de caja del canal. Sepan que el gobierno NUNCA va a tener que pagar NADA del financiamento. No solo no va a tener que pagar, sino que aunque se duplique o triplique el costo del proyecto, el el gobierno todavía va a recibir su tajada. Acuérdense que el Canal genera, sin expansión, más de medio billon al AñO! 5.6 billones, financiados un plazo de 8 años esta muy al alcanze de una compañia de esa categoría.

4. Given that the government is already hemorrhaging with a debt ratio of
almost 80%, a fiscal deficit that is growing, and a project that is grossly
underestimated, Panama is headed for a bad case of buyer's remorse.

La deuda externa de Panamá no es de 80%. En el 2005, la deuda es de un total de 64.9%, igual que la de Francia y Estados Unidos (CIA FACTBOOK). (Para poner las cosas en perspectiva, Japón tiene una deuda externa de 158% y México de 17.4% - el punto es que esa cifra, flotandoen relación a nada, no tiene significado). Molano ya ha pegado una mentira fácilmente repudiable, asi que todo lo que dice cae en sospecha. El deficit fiscal panameño tampoco esta creciendo. Según el mismo sitio, "A slump in the Colon Free Zone and agricultural exports, the global slowdown, and the withdrawal of US military forces held back economic growth in 2000-03; growth picked up in 2004 and 2005 led by export-oriented services and a construction boom stimulated by tax incentives." Saben qué... el deficit va a reducirse a final de este año, por la enorme inversión extranjera que hay en Panamá (un ejemplo es el "construction boom" que menciona el CIA. Miren alrededor de Punta Pacific; todos los nuevos apartamentos están comprados, además de todos esos rascacielos en construcción). La economía de Panama esta basada, 3/4 de su mayoría, en la industria de servicio. Esa industria está explotando. La expansión, fracase o no, traerá inversiónes extranjeras, efecto de la globalización por la apertura del mercado panameño al mundo a través de recientes reformas fiscales. Subirá la demanda en el sector de servicios, como banca, seguros, y turismo porque hay una enorme demanda.
Otro hecho: La economía de Panamá esta operando sin incrementos de deuda, y a la vez, inyectando ingresos del GDP en inversiones nacionales. Esta es gran parte de la razón que Panamá esta creciendo; al menos, económicamente. Mucha gente se pregunta, ¿donde está toda la plata que genera el canal? Bueno, ya lo saben. Los gastos no estan en lo rojo, y la deuda esta siendo pagada, lentamente pero seguramente, gracias a los ingresos del canal y otros factores. Nuevamente les señalo el CIA factbook. Vean bajo la categoría "Economy", la cifra al lado de GDP - real growth rate. 6.4% es increible! Para poner las cosas en perspectiva: Durante el boom economico de la presidencia de Clinton, en el medio de los 90s, la economía de los Estados Unidos creció alrededor de +/- 4%, debido a el liderazgo del país, el locus surgiendo en Silicon Valley, en la industria de telecomunicaciones e informática, todo facilitado por la adopción y expansión del Internet y la nuevas velocidades instantaneas de las transacciones financieras.

5. The secret to Singapore's success lies within its labor force. The Singaporean government's decision to invest heavily in education during the 1960s, created the skilled workforce that
allowed it to provide a variety of value-added services in the 1980s and 1990s. Today, Singapore is the major distribution hub for South East Asia. It is a leader in financial, logistical and insurance services. It has one of the friendliest business environments in the world. Panama has one of the worst.

El abogado del Diablo me diría que el problema de Panamá se radica en el hecho que la mayoría de su fuerza laboral no es especializada, ni profesional, ni técnica, todo por una terrible falta de educación. Los trabajadores que no cuentan con la educación necesaria para competir en la post-industria (porque, por ejemplo, muchos en sus vidas nunca han prendido una computadora) se quedan atras en una economía basada en servicios e información. Tristemente la mayoría de la gente en Panama es así. En esto, el Diablo y yo vemos cara a cara. Pero esto es un problema gubernamental y debido a la mala distribución de la riqueza.
No obstante, solo la promesa de la expansión ha atraido enormes inversiones extranjeras. (¿Cuánto fue que pagó HSBC por Banistmo?). Exhibits A: Varios rascacielos de 100 pisos. B: Multi-Plaza y Albrook Mall. C: La expansión de la ZLC. D: La multitud de gringos y europeos escoltados por putillas colombianas. E: Los puertos de Balboa e Isla Flamenco, y el Museo de la Biodiversidad. F: Guiness y Warsteiner (la Guiness que no es tan buena como la Irlandesa, pero que es la que toma todo centro y sur América). Etc. Etc. Etc.

No todo esta bien pintado y nada en Panamá es perfecto. La corrpución nos atora. El mercado negro es practicamente fosforecente. Pero seguramente no es el caso sin esperanzas que pinta el experto este que no tiene la buena conciencia de pensar en lo que escribe, ni construir un argumento lógico con deducción básica ni con verdades indisputables. No voy ni a meterme a discutirle el comentario que "the main beneficiaries of the mega-project are [...] local construccion companies (that are also well represented within the canal board)", solo con establecer que eso es una estupidez y una falsedad. Que me muestre UNA licitación de la ACP que no ha sido transparente. Ese es mi desafío, y se lo impongo con la quijada levantada. Esto y lo demas que ha dicho esta basado en especulaciones negativistas que impugnan en la capacidad del Panameño para triunfar ni ser honesto. ¿Y qué pasa si el proyecto se termina satisfactoriamente? Estoy seguro que él, como otros, no lo ha considerado. Hace 10 años, nadie - ni el gobierno gringo, ni nosotros los panameños - confiabamos en nuestra capacidad de administrar elCanal. La realidad es otra, nos callamos a todos los incredulos. Uno pensaría que estaríamos orgullosos... pero bueno, los hábitos malos y viejos perduran como las cucarachas.

No se equivoquen. Molano, en este caso, no es más que un charlatan. Pudiera meterme en acusaciones ad-hominem, como el hecho que quizas el experto está sufrido porque es gringo y los panameños le metimos la verga al operar nuestro recurso mejor que su propia gente. Pero la verdad, es que yo no soy la clase de persona que me voy a rebajar a formular argumentos contra el carácter de un persona desconocida ;)

Lo único que le puedo perdir a mis amigos, es que tengan fé. Y si se rehusan a tener fé, entonces piensen críticamente, sin tomar nada a cara ni caer en un fatalismo irracional que yo reconozco que jamás le corresponderá a sus inteligencias, que siempre respetaré.

Panama: Canal-Poor



With less than a month to go until the canal referendum, Panama is buzzing
with energy. The tropical air is charged with nationalism. Many Panamanians
are sporting green wristbands to show their solidarity with the "yes" vote.
Investment is surging, as companies and individuals position themselves for
the mega-project. Like a young couple strolling through a model home, there
is a sense of optimism that the new (and expensive) acquisition will allow
them to realize their dreams. However, the optimism turns into remorse when
they find themselves over-extended and house-poor. Unfortunately, Panama is
headed in the same direction.



Most Panamanians believe that the larger locks will catapult them into the
leagues of Singapore and Hong Kong. The project will be the panacea to the
country's pervasive poverty, low literacy and high unemployment rates.
However, few realize that the main beneficiaries of the expansion will be
the major ports along the Atlantic and the Caribbean. The development of
containerized transportation during the 1970s and 1980s, led to a remarkable
growth in the size of cargo ships. Maritime companies discovered that fuel
and operating costs did not increase linearly with ship displacement-a fact
that was also realized by the cruise industry. This led to the construction
of ever-larger freighters until they were too big to fit in the canal-thus
reducing the waterway's traffic. The mega-vessels were forced to discharge
their cargo at U.S. ports along the Pacific coast-providing a bonanza for
Long Beach, Portland, Seattle and San Diego. The expansion of the canal will
allow such ships to discharge their cargos on the other side of the
Americas, bringing them closer to the major markets along the East Coast and
providing a huge boost to Miami, Houston and New Orleans. However, most of
the value-added will be realized outside Panama. The new locks will be akin

This is not to say that Panama should not take advantage of globalization.
However, it must focus its limited resources on maximizing the economic
benefits of its strategic location. The geographic proximity to a strategic
waterway is no guarantee for economic prosperity, just ask the people of
Port Said, Montevideo and Gibraltar. The secret to Singapore's success lies
within its labor force. The Singaporean government's decision to invest
heavily in education during the 1960s, created the skilled workforce that
allowed it to provide a variety of value-added services in the 1980s and
1990s. Today, Singapore is the major distribution hub for South East Asia.
It is a leader in financial, logistical and insurance services. It has one
of the friendliest business environments in the world. Panama has one of the
worst. In its most recent "Doing Business" report, the World Bank ranked
Panama 81st out of 175 countries. Therefore, how can Panama expect to
attract the value-added services that will cure its massive social ills? The
main beneficiaries of the mega-project are non-Panamanian ports and the
local construction companies (that are also well represented within the
canal board). In other words, the expanded waterway will leave Panama
house-poor and with a bad case of buyer's remorse.

Then Im gonna go see some old fucking sluts that I had encounters with and settle the CLUB/ DISCOTECA Appointments for the night and make sure that gets approved. Finally, I need to link up with my favorite main man MAny and get the afternoon beer in and talk some business for a while.
Poti will be busy with his music,,,,but thats ok, I will do a live song with him on stage one of those nights and make everyone envy my voice and talents. Ok, so moving along with the clorophyl.
