Turns out he had been convicted of rape in 1967. That wasn't enough for the authorities to put a red light on his adoption of 3 children.

It's in the last paragraph of this report.

"Mr Fritzl was convicted of rape in 1967 and was sentenced to a term in prison. However, under Austrian law, this would have been regarded as a spent conviction."

That last sentence bothers me. It's like saying, Yeah, he raped some poor girl. He did do his time though, so let's not ask any questions when his daughter mysteriously disappears. And we all know nobody ever walks out of jail to continue to do whatever got them in there in the first place, so let's also allow him to adopt children.
